Project Details

This project is 9,065 acres of land that was historically utilized as a United States Army Ammunition Plant called the Sunflower Army Ammunition Plant. Construction on the plant began in 1941 and provided smokeless powder and propellants for World War II, the Korean Conflict, and the Vietnam War. At one point the world’s largest of its kind, the facility closed in 1993 and sold in 2005 by the U.S. Army to Sunflower Redevelopment, LLC. The property is being remediated under the state RCRA clean-up program and soil remedial activities are expected to be completed in 2028. In 2022, the property was given a new name, Astra Enterprise Park, and was annexed into the City of De Soto.

Background

Challenges

Contamination on-site ranged from pesticides to explosive waste (from the powder manufactured).

Our Solution

Remediation efforts are divided between the U.S. Army and Sunflower Redevelopment. Sunflower is focused on removal of all the blighted buildings throughout the site and any contamination due to the buildings.

Impact

Infrastructure improvements:
  • $60 million in local road improvements.
  • $38 million in expanding De Soto’s water treatment facility.
  • $26 million in expanding De Soto’s sewer treatment facility.
  • $9 million for the construction of a new 2-million-gallon water tower.
  • $12 million for a new fire station.
Astra Park includes:
  • 2,215 acres for parks and recreational uses.
  • 1,350 acres for industrial uses.
  • 3,000 acres for a utility-scale solar facility.
  • 2,500 acres zoned for multi-use and/or light industrial.
  • Potential for a Railroad access.
Sold parcel to Panasonic creating the following impacts:
  • 16,500 construction jobs.
  • 4,000 new manufacturing jobs estimated.
  • $165 million invested toward infrastructure and facility improvements.
  • $2.5 Billion annual economic impact for the State of Kansas.
  • $450 million annual labor impact for the State of Kansas.
  • Note: This parcel sold to Panasonic is less than 10% of the net developable land.
